Sep 02, 2019 · We use OnPrem exchange 2016 with simple authentication. It turns out, outlook android app does not support 2 way contact sync if using simple auth. We are moving to office 365 soon, so have noted this as a "feature" we will need to deal with until our migration is completed. Finally found these pages that lead to the discovery of this feature
