It may sound dumb I know, but I do a little bit of coding in my spare time and use a Raspberry Pi as well. If I can develop on a Pi, I feel I could develop on my Surface. Visual Studio directly does not support ARM for uC. It may change in future since they added support for ARM processor in Visual Studio 2012. The new verion "Visual Studio 2012" will not run on XP machines. There will be more Java based IDE's than Visual Studio for ARM uC.
