For some reason, YouTube changed the interface so that Premiere Elements can no longer directly upload to it. (Vimeo and Facebook still work.) Best suggestion is to use Publish & Share/Computer/AVCHD with the YouTube HD option to output your movie as an MP4 and then upload that MP4 to YouTube using the software on YouTube's site.
