Going back several versions of PrPro, one could purchase an inexpensive, and very good, FLV Importer plug-in from Moyea, a 3rd party supplier of many things FLV-related. Then, with PrPro CS 4, that plug-in would not function, though with about the second update to CS 4, Adobe did add FLV Import support, with just a few limitations.
