The Aging Aircraft Safety Act of 1991 passed by Congress in 1991 — and later codified by the FAA as the AASR — requires airlines to ensure that repairs or modifications made to their airplanes are damage-tolerant. As part of the requirement, airlines must have a damage-tolerance-based maintenance program in place by December 20, 2010.
