Jan 03, 2016 · According to the log below, it seems like it's related to blas/lapack. However, even if I install the latest blas/lapack, it doesn't help either. I tried finding someone who has or had the same problem, but I couldn't find yet.

BLAS / LAPACK on Windows¶. Windows has no default BLAS / LAPACK library. By “default” we mean, installed with the operating system. Numpy needs a BLAS library that has CBLAS C language wrappers.. Here is a list of the options that we know about.
