Don't discount missing fonts just because Firefox displays them. Firefox *still* renders the black flag while Chrome does not. Reinstalling the font restores Chrome's ability to render this unicode character. Firefox must have some built-in font substitution magic built in.

Unfortunately, Chrome doesn't support Emoji at this time so there's really nothing you can do to make that character to show up. You can always try starring the issue on the issue tracker but that probably won't bring about a fix any faster..
