    yes you need a router with an appropriate license to run L2TPv3 you can deploy two routers one at central site and one at remote site in order to create a L2TPv3 tunnel between them. The access interface of the router on the remote site has to be connected to the destination port of the local SPAN session that you configure on remote branch switch.
