Add a parameter map within Framework Manager, and within this, add each Cognos langiage code as a Key, and the corresponding database language code next to it as a Value.

If you want to display the column names in a list or a text item in the Cognos report in multiple languages, you define this information in the report itself (look into the manual) If you want to have the description/name of item numbers (or any other content) in multiple languages, you should have this information in the database (datasource).
