FreeRADIUS versions 2.1.8 or above can be compiled and distributed with OpenSSL. The bad news is that the most recent stable Ubuntu distribution (Karmic Koala) includes only FreeRADIUS 2.1.0, without OpenSSL (the same goes for Debian, since Lenny only contains FreeRADIUS 2.0.4).
