Dell does not have this clearly identified, but a search of the forum history would have yielded the answer. Dell did not provide USB 2.0 support in any of the Latitude C-Series notebooks. USB 2.0 first appeared in the Latitude D-Series systems. I am not psoitive here, but I think that all D-Series systems support USB 2.0.

May 19, 2008 · I first thought was was part of the heat sink, but taking it off, and GPU has better contact with the keyboard heat sink. (My other dell c840 does not have this sicker). My guess it this batch of Dell c840 never had this sticker removed, (most dell c840 do not not, I know that at least three dell c810 do not have this sticker).
