    It is true that IIS has no configurable settings for forcing 256bit encryption, however, it is untrue to say that IIS cannot use 265bit encryption. IIS simply relys on SChannel to determine the level of encryption, so all you have to do is configure SChannel to only use the type of encryption that you need and IIS will honor that setting.
