Nov 13, 2018 · The kernel does not work with "acpi=Linux" via HP-WMI (all distros). The kernel works with "acpi=Linux blacklist=hp-wmi" but it's a bad because HP-WMI turn on or off WLAN and Bluetooth. ACPI tables does not change after suspend and wake up (all distros).

Any hardware that does not work will then range from simple (if there are Linux drivers available) to impossible (if there are NO Linux drivers available) to fix. Since HP does not provide Linux drivers, your best bet for Linux support is to contact the support forum for the Linux distro you are using.

This appears to be an ACPI spec, not a proprietary implementation (?). With that in mind, AMD's recent focus on open-source software, and the fact that AMD does not have a custom cpufreq driver, I would expect support for this feature to be rolled into the default cpufreq.
