Well, based on the fact that the Nvidia Control Panel reports that my HDCP status is good, and the fact that multiple playback programs (WinDVD, Windows Media Player) refuse to play Blurays (or even DVDs!), It appears that HDCP support in Nvidia's drivers is broken. Or, at the very least, it is not properly reporting HDCP status.

Aug 20, 2017 · I noticed the other day in the AMD settings that HDCP was disabled, which has prevented the playing of some HD content on my desktop (i.e., rented movies). I'm running an R9 380X with Windows 10 64-bit Home; I've tried installing/reinstalling the latest WHQL driver (17.7.2) and I've even switched the monitor (since the other one had died).

In some cases, DVI-out on video cards also support HDCP, but this is very inconsistent. Checking with the support site for the video card manufacturer is about the only way to know for sure.
