None of the Dojo versions support IE9 so far, not even 1.6.0. A new version, 1.6.1 is in the works that will support IE9. In the meantime, use the "EmulateIE8" meta tag on your sites to force IE9 …

Internet Explorer 10 is now supported “natively” (that is, without compatibility code and CSS): since IE10 supports CSS3 transitions, animations and gradients, compatibility mode is disabled for IE10, and Dojo Mobile uses the non-prefixed CSS3 properties supported by IE10 …

Due to how sporadic IE dev progress is, for example, suddenly sweeping and api breaking changes, we do not attempt to officially support any browsers before they hit RC. IE9 will be supported, and my guess (its not my decision) is that support for it will be back ported a release or 2 for people running older releases. dojox/mobile supports not only webkit-based mobile browsers, but also non-CSS3 desktop PC browsers such as IE and (older) Firefox. Dojo 1.6 does not support IE9 -- so you have to use the X-UA-Compatible header to force your web page into IE8 mode. Without it, dijit's have enough browser-sniffing stuff (dojo.isIE calls) that prevents some widgets from working, especially drop-down list boxes. However, Dojo 1.6.1 supports IE9 and you code should work fine.
