Some Dojox mobile widgets don't support mirroring for Right-To-Left languages like Arabic and Hebrew. For Right-To-Left languages it is required that the orientation of the widgets supports RTL direction, i.e. we need to mirror those widgets with only LTR direction.

I agree that merging dojox/mobile/sniff into dojo/sniff is a separate task. But, about the new has() flags you are adding: "css3" and "svg": They don't belong in dojox/mobile/sniff, or dojo/sniff either, since they are about features, not about sniffing which browser the user is running.
