Aug 09, 2009 · SD and SC are very lengthy processes to go through to get funding for school while keeping existing EI benefits. Neither program extends EI though and both are generally for total retraining (at the college level usually), not completing a half finished degree that the OP already stated won't do anything for him job wise.
