If the flue doesn't and it is rigid then it's classed as not to current standards and he should as best practice be advising you of this. It is up to you wether you get the bracket fitted, if you don't any rgi will just give you ncs notice when visiting the boiler.

Apr 28, 2016 · Flue should be screwed, my Valliant 824 was installed 10 years ago & the flue is screwed & last service extra support/restraint brackets were fitted to flue to comply with new gas regs. Gas fitter here, got done for manslaughter, for not fitting screws, sadly it killed one person.
