I called Foxtel and they told me it was a cable fault- which i knew it wasnt after testing on multiple devices and inputs with different HDMI cables. I ended up using component. On the second box, same TV, same cable, same input and not a problem.

Had exactly the same problem with Telstra TV HDMI cable plugged into my Home Theatre System but worked when directly plugged into TV's HDMI, swapped the HDMI cables and now it works fine in HTS.
