Later versions of Rh do not have the problem you are seeing once the help is on a server and authors can view in Chrome locally in Rh10.

But frame shouldn't be dropping at al...its one thing if this was the case with youtube across all browsers but its not. Other browsers only drop frames when switching between fullscreen and back. With chrome there are dropped frames consistently just watching the videos.
