No, but you can support people. If you say you support the troops but not the war, then you most likely mean you support the people fighting because (in the simplest terms) they're living, breathing people.

May 31, 2016 · In my experience, those who “support the troops” – whatever their position on the war of the day – do not tend to do so out of a reasoned position about what war is, or what the U.S. military really stands for. They do it more out of base tribalism and a lifetime of consuming propaganda and growing up in a culture that glorifies militarism.

The government would not want to spend money for the troops, if monetary support came from the people then hey the government would have to pay less on the war front and they still get their war. We would be kicking ourselves in our own behinds if we dislike the war but support the troops.
