Sep 15, 2015 · As you've properly identified, Internet Explorer 9 was the last of the IE browsers to not support the transition property, or animations.That being said, it was also the last of the IE browsers to support conditional comments, so you could conceivably put fallback code into an IE9-only conditional comment, and deliver that as your solution to all IE9 (and below) users.

Sep 23, 2010 · Internet Explorer Platform Preview Build 6 adds support for CSS3 2D Transforms. (Internet Explorer 9 Beta does not yet support CSS3 2D Transforms, but support is planned for a future release.) So I’m not completely sure this means it will be part of IE9’s full release, but we’ll have to see how it progresses. Good news nonetheless.

Oct 29, 2010 · When I look at IE9’s support for CSS3, it appears they decided to pick the low hanging fruit: border radius, drop shadow, multiple backgrounds, etc. But the flexible box model, gradients, transitions, transforms and keyframe animation are the things in CSS3 that really turn your head. I have no experience working with Adobe Flash.
