As you surely know, igraph itself is a library written in C and python-igraph is just an interface on top of it that allows you to use igraph from Python. The functionality offered by python-igraph depends a lot on the underlying C library; for instance, if the C core was compiled without XML support, then you won't be able to read GraphML files from Python.
