It was earlier known as Intel® Extended Memory 64 Technology, or Intel® EM64T. So, if the processor comes with an EM64T label, it would support a 64-bit operation. Intel says this on their site:

May 17, 2015 · Windows 7 runs very well on most Pentium 4 PCs. If you upgrade the graphics card and put in a decent sound card, you can get windows 7 to run very well on these old legacy PCs. If Windows 10 is supposed to replace Windows 7, Windows 10 should support Pentium 4 and other Legacy PCs.
