According to caniuse (a very good resource) there is no support and no polyfill available for adding text-shadow support to IE9. However, IE has their own proprietary text shadow (detailed here). Example implementation, taken from their website (works in IE5.5 through IE9):

However, IE 4.0+ can do text-shadow-like effects using Microsoft’s proprietary Visual Filters — unfortunately, if the user’s computer has any type of font-smoothing technology enabled, the DropShadow Visual Filter effect is quite messy and ugly .

That leaves just Internet Explorer with the lack of text-shadow. I have already taken care of that problem, but decided to wrap it up in a nice automated jQuery plugin.
