Back again, and I have to recognize that nothing happened. The newer *lib is still unsupported. Perhaps it would be better to write directly to the kopete maintainers, because support for the irc protocol should be included in kopete itsself out-of-the-box and not via additional plugin.

May 29, 2009 · Package: kopete Version: 4:4.2.2-1 Severity: wishlist In the KDE 3 releases, kopete had support for this widely used protocol, but it seems that in the new version it has been dropped. If possible, make chatting in IRC via kopete possible in KDE4.

The general consensus of everyone was that Kopete will to move to full Telepathy support in the near future. But currently the Telepathy spec and Decibel are not mature enough for our needs. We need to prepare for that move because most people want to keep a BC during Kopete 1.0 period.
