I know, but I admit it's odd to support Legacy boot but only for external devices, especially since as I mentioned above, if you boot regular Windows Setup media in Legacy mode, it will install Windows on the drive in Legacy mode even though that would not be bootable on this particular system, leading to this exact confusing result.
