There isn't any NALU header as this has already been stripped. The format being sent to the decoder is Annex B. The Annex B start code (4 bytes 0x00 0x00 0x00 0x01) is replaced with the length of the H.264 packet, which is consistent with the format I see in an MP4 created by ffmpeg.
