Minnesota Statutes section 518A.39, subdivision 2 was amended in 2018 with language which presumes that a change in the law is a substantial change in circumstances for child support modification purposes. Minnesota’s child support statutes refer to the “public authority.” The public authority means the local unit of government, acting on behalf of the state, that is responsible for child support enforcement or the division of DHS responsible for child support enforcement.
