The best place for information on SCORM 1.2 conformance is the SCORM Comformance Requirements documentation (PDF 3.4MB). SCORM 2004 is not supported in Moodle. Parts of the API have been implemented, but others such as Navigation and Sequencing have not. Development on native SCORM 2004 support in Moodle has stopped.

Moodle 1.5 is really old and it would be best for you to upgrade if you want SCORM support. I would highly recommend at least 1.87 and preferably 1.9.4. There have been a lot of fixes that have solved many issues with SCORM support. I remember an add-on for Moodle 1.5 for SCORM modules but never did get it to work properly.

Moodle is not SCORM 2004 Compliant - of the 100+ tests for compliance - I think it passes 2 Moodle is SCORM 1.2 Compliant and passes all the tests in the ADL Test Suite, however it isn't SCORM 1.2 Certified at this stage (however we hope to obtain 1.2 certification relatively soon)

Dec 13, 2016 · If the course works in more than half a dozen different LMSs and one of those is SCORM Cloud, my guess is that this is an issue with Moodle and not Adobe Captivate. I have published dozens of courses to Moodle using Adobe Captivate over the years and haven't run into this problem.
