Dec 26, 2012 · Microsoft Office Outlook 2007 uses the HTML parsing and rendering engine from Microsoft Office Word 2007 to display HTML message bodies - it's a design change from it previous version, Outlook 2003; so, I don't think it's an issue. The same HTML and cascading style sheets (CSS) support available in Word 2007 is available in Outlook 2007.

Nov 21, 2017 · I would like to know why Outlook 2007 and 2010 doesn't support full CSS. We actually I know why, because it uses the Word rendering engine. There really should be an update for Outlook to support proper CSS such as float and position etc.

Here's a detailed MSDN article on the Word 2007 HTML and CSS Rendering Capabilities in Outlook 2007, which I don't believe changed much for Outlook 2010. Honestly, the only way I've been able to get outlook HTML to look the way I want is to hand generate the HTML using roughly HTML2 standard tags and properties and not using CSS at all.
