Yes. If your controller was delivered with Data ONTAP 8.2 or 8.3 enabled, it is likely that the NetApp Support site only displays Data ONTAP 8.2 or 8.3 license keys for that controller. Therefore, new Data ONTAP 8.1 license keys will be required to downgrade. You can request the new license keys form your Sales or Support representative.

Hi, What happend to the software license view in the new MyAutosupport? In the previous MyAutosupport dashboard view the enabled licences where viewable from the dashboard, in the new dashboard (or any other view) I am unable to find which licences are enabled on a system.
