Yep, I can see this problem as well. I believe the problem (bug) has indeed always existed. What happens is that someone (in this case NetBeans Installer) has put an 8-byte value into a Registry field that should only contain a 4-byte value.

But first of all you should download netBeans version that support PHP. there is 2 available distributions, one for PHP and Javescript, the other one is the fully fledged version that support for many programing languages , PHP is included of course. any of those to distributions should work will on PHP.
