There are 2 main problems. One, the nexus 4 doesn't supply 5 volts from the USB port, solved with using a USB OTG cable, where the 5v is supplied from and external source. Two, on most ROMs (including stock) the OTG feature is completely disabled. But even this can be fixed with a kernel modified to have it enabled. This is possible.
