Well, I'm no expert in pf but I just tried the commands pfctl -s state and pfctl -s rules and it's working on my El Capitan installation (I have firewall enabled in System Preferences) while also printing the warning for ALTQ.. My guess is Apple ported most but not all functions of pf so you get this warning for ALTQ, which means pf doesn't support traffic shaping in OS X.
