Aug 29, 2017 · If your database is in mount state (which your standby probably is if it is doing recovery), then not all dictionary structures can be seen, because the database is not open. Only those structures that can be seen via the fact that the *instance* is running are accessible.

So figured out on my own. If the schema you are remapping to does not already exist, the import operation creates it, provided the dump file set contains the necessary CREATE USER metadata and you are importing with enough privileges.
