Core-2-Duo with high specs is the best option for Oblivion. One core being used by the OS for a few background processes and one core for the game. 4 Cores at 2.5ghz each core would be good if the game would use three of them, but as it is a Core-2-Duo @ 3Ghz each core would be far better.

Nov 27, 2013 · i use Pentinum 4 dual-core (both have 2.6 GHz of power), Nvidia GeForce FX 5500 card (256MB of VRAM), and 2 GB of RAM running on WIndows XP i still experience awful framerate preformance even on Very Low settings, and i kind of recall seeing somewhere that Oblivion doesnt support multi-core processors, so im assuming thats the issue

Use the basic version if you are running Windows Xp with a dual core capable machine, as it only includes the fix for vsync stuttering and weapon sounds, not the ram and multi threading optimizations.

There is a mod for Oblivion called Oblivion Stutter Remover (there is a link to it in the website in my signature) which improves performance and tries to make Oblivion use multiple cores.

May 13, 2017 · A multi core support was added in the last official Oblivion patches ... but in all discussion about it you can read a better performance is hardly noticeable. And the CPU speed is important: if you have a quad core with 2.6GHZ or a dual core with 3.2GHz the 3.2GHz dual core is the better choice for Oblivion.
