Apr 20, 2017 · It hasn't been heavily used so there isn't a lot of help/information/support available for it and configuring it especially with SSL, webutil, and other factors can take some time to get it right. If/when Oracle comes out with a product beyond 12c (i.e. Forms 13c) it will likely need BIPublisher. Oracle APEX is not a bad replacement for Forms.
