Yes, you need to be on 18c or 19c according to the info in this chart. It is possible that by 2020, we will have a new Oracle version, but that info is not yet part of this chart.

Jan 03, 2018 · Oracle discontinues the development of User Productivity Kit. No major feature release will follow the current 12.1 version. As indicated in the Oracle Lifetime Support Policy document, premier support will end in April 2019, 5 years after the initial release. Customers who have purchased extended support with version 11.1 will be supported until March 2020, provided that they upgrade to 12.1.
