When your company purchases Oracle Database or applications, oracle provides them a CSI or Customer Support Identifier code. This code has to be entered while registering for Metalink.

Yes, even though the Oracle edelivery offers to download the free trail version, that's only for trail basis i.e. not for regular production usage. So, one has to have the valid CSI/SI number to have an account with Oracle Metalink. This CSI/SI number is given to them those who purchase the original software from Oracle Sales persons.
