This task must be repeated only if the jar is renamed in the future. Restart the WLS Server that is hosting the SOA Suite Partition so that the new classes are loaded.

As per the Oracle Lifetime support policy the extended support is applicable into entire 10.1.3.x Release of SOA Suite and nowhere there is a mention whether the customer need to be on the last patchset of 10.1.3.x family.
