You will need to be using the G.711 codec. The FAX machine should be set to use the slowest setting possible. The SPA3102 / PAP2T Administration Guide has some suggestions for SPA3102 settings for FAX on page 50. These settings would also be true for the PAP2T. The Admin Guide also discusses the T.38 Fax relay standard.

The Cisco SPA112, the replacement for the PAP2T, is T.38 capable. I have a few dozen of them deployed using T.38 and they work great IF the fax machine on the other end will properly negotiate a "digital" mode. If the other end tries to use one of the earlier "analog" fax modes it's back to as questionable as any other G.711 fax, which is to say any packet loss or jitter equals doom.
