Support for customers, who purchased a license from a Plesk Partner: If the Plesk license was purchased from a Plesk Partner, the support should be gotten from this partner.

Apr 30, 2016 · @Ed, There is the SmarterTicket system for Windows based Plesk installations, I am not aware of (reliable) ticket systems for Linux. However, Parallels Business Automation Standard (PBAS) has an "Integrated trouble ticketing and external help desks support" (quote from the site).

Oct 25, 2019 · Hello @Μίστερ Μολ, As Hetzner is our Partner, they are trained and should provide technical support for Plesk. Indeed, if Plesk license key was purchased not directly from us, to submit a request directly to Plesk Support, Support Subscription is required. However, the 1st month should be free of charge, so you could give it a try.
