I've found (as recently as last week) the easiest is to re-install an Outlook version matching the file you have (on an existing Windows system) , then install a Thunderbird version older than v38 (as the import wizard was removed since that version), then starting Thunderbird and following prompts.

In the import function in Thunderbird, the Outlook options is grey and cannot be selected. The only option avaliable is Outlook Express, but it does not found the PST file.
