Ah, yes, it very well might be. #12861 is really two separate issues - the one documented here, and the circular dependency. We settled on a solution for the circular dependency (see @fxn's comment) but it's unclear if it fixes this as well. So if whatever commit/PR that ends up being accepted happens to fix this as well then this can be closed as well.
