I have heard that the Silverlight decision is a "business" decision rather than a "technology" decision. Seems like everyone in the Silverlight team was very enthusiastic about the future of the product from a technology standpoint - i.e. very rich UI for browsers, cross platform, quick development time, cross browser compatibility, etc.
