Regardless, your processor will reach 1.3 GHz at peak performance, that's the best it's going to do. TS3 needs 2.2 GHz on a dual core, 2.4 GHz at least with EPs, and on a laptop a processor at least as strong as an i5, though i7 is recommended, to keep up with the game's instruction set.
