Indeed, there is a list of VSTs in a registry (HKEY_CURRENT_USER\Software\Cakewalk Music Software\SONAR\Cakewalk VST\Inventory), I think I saw another one also somewhere. More importantly, all my problems with scanning occured because Sonar was looking for the VSTScan.exe utility in the wrong directory.
