I have a legecy subversion database that uses the Berkeley DB for the format. When I load the current Windows binaries (1.7.x) for Subversion, none of the distributions appear to support Berkeley DB out of the box. There should be a libserf or libserf-devel rpm floating around. And use you would need to rebuild Subversion and tell it to include serf. But based on your config line I don't see anything "custom", so @alex_hha answer below would probably work as well.
