A CPU with x64 native support but no SSE3 support is going to be 'first-generation' 64-bit which isn't supported by Windows 8.1 x64 native due to the requirements for CMPXCHG16b, PrefetchW, and LAHF/SAHF; so in practice SSE3 is highly likely in newer machines. "This CPU does not support SSE 4.01" just change the SSE version in graphic options to another one (2 , 3, whatever) OBS: In-game, go to Options/Display and change the Scan Mode to PROGRESSIVE, this improves a lot the graphic definition =)

Okay, this works here on Win10 x64, compiling with vs2015 and running on an AVX only cpu. When selecting the AVX2 dll, I get a not supported popup from PCSX2. I also tried the AVX2 dll in a PSX emulator > crashes when configuring / opening. This is probably the same as before.

Sounds like a GCC limitation, compilation of instructions is not limited to the host platform or architecture. You would only notice the processor limit at runtime, with a seg fault or similar.
